The Director of European Bureau at the Ministry of International Cooperation Ahmed Al Sharief Mohamed, Speaks to Sudan Vision

(Najat Ahmed- Mohamed Abdalla) Can you brief us about the coordination meetings?
We invited the all organizations, International Governmental Organizations (NGOs) none (NGOs) to review the implementation process of projects and the financial status of organizations, the government of Sudan owned the right of implementing projects, the meeting is considered as a consultation move, for instance, the agricultural projects should be discussed between the Ministry of International Cooperation, beneficiaries, the Ministry of agriculture and the implemented part may be the Food and Agricultural Organizations or others, because we issue permission to the organizations to travel, always teams visits to follow up and evaluate the projects, we don’t allow any body to travel unless we know the purpose behind, this happen through a coordination with National Intelligence and Security Services NISS and the lined ministries.
How do you evaluate the projects?
As a ministry we visited the projects to see the work on the ground, the food security projects have special fund, we have projects in Blue Nile and basic services in Darfur states and other areas, the projects include health, education and water.
Tell us about EU funds and the regional cooperation?
We have a project of consolidation of cooperation between Sudan and European Union; to facilitate the mission of EU we request a capacity. Building program which has been working since 2003 till now, it provides equipments and educated officials how follow the EU procedures, professional experts were arrived to Sudan to help and to figure out the requirements of different Ministries.
We have another type of cooperation called the Regional Cooperation and solidarity, EU funds some regional organizations like IGAD and COMESA, there is EURO 80 million allocated to IGAD development projects among member states, also a bout EURO 85 million for COMESA to support joint regional cooperation, we discussed with IGAD to fund a railway and electric projects between Sudan and Ethiopia, in east Sudan we a project of vocational training. Sudan commits to attend the meeting of African Pacific Caribbean Group.
What is volume of EU support to Sudan in the field of migration and development issues?
Sudan received EURO 35 million to support Food Security and EURO 12 million to fund education EURO 16,5  million for health services, Darfur states were funded by EURO 22,5 million to different services, also EURO 9 million for technical support. As regard to regional support Sudan with other partners and beneficiaries received from IGAD for example to enhance peace and security, the way Sudan get support from the regional fund is to submit development projects to either IGAD or COMESA.

The issues of illegal migration Sudan played a crucial role to combat the phenomena EURO 500 million for whole Africa, EU allocated sum of EURO 100 million to Sudan, the migration funds targeted development projects such as combating poverty and refugees aids, also it aims at improving education, health, famine and human trafficking.
EU funds Sudan to overcome illegal migration to EU states, a number of refugees in Sudan, they base according to UN law that regulate their existence, the fund is to realize stability among communities.
Is there any cooperation with IOM?
We a relation with the International Organization for Migration and stakeholders at both federal and states levels, we have a coordination role, but we want make sure that the allocated fund delivered to the targeted groups.
To make sure that reports submitted to EU are fairs we have periodical meeting, also we compare the reports to the actual projects, and we aim to make the implementation process smooth. As regard to food security there is a coordination office to link us with organizations, sometimes the project concern with the productivity and neglect the financial status, we prevent such projects, to follow the implementation we join the visited delegation, so we visited three states in East Sudan to be in close contact to the projects operation. Working in the field enables us to evaluate precisely.
What about the coordination in the field of migration?
As regard to the migration we establish a mechanism in the ministry to follow up migration projects in Sudan, included EU, Ministry of international Cooperation and the lined organizations, the mission of the mechanism is to discuss with EU the feasibility of implementing projects, the area we focus on is horn of Africa, there are three plans to address the migration issues, one is to enhance cooperation through regional and national cooperation among countries, second we focus on addressing the migration needs which tackling the root causes of the migration, to combat poverty and to create job opportunities by vocational training to compete in the markets. In 2014 Sudan as a transit country in collaboration with Horn of Africa countries the launched framework of agreement cooperation to fight against human trafficking through Khartoum Process which represents good cooperation between EU and the government of Sudan.

How do you coordinate with EU to support the projects?
The coordination is between the Ministry and EU, the vocal point to combat illegal migration is the Ministry of Interior and through partnership with Ministry of Foreign Affairs and EU to find out Sudan requirements in the field of migration cooperation.

Can you figure out the number of refugees in Sudan?
About 2 million registered refugees, they should have to make a survey to make a control to illegal migration, IDPs and even the refugees.
The strategy is to move from relief to early recovery program, to transfer to development projects, so this the strategy of Sudan government, to do this we need intensive work and we need also finance, for example, the Disarmament Demobilization and Reintegration (DDR), when we disarm and demobilize we need provide them with production tools, because the period between disarmament and Demobilization takes a long time to reintegrate them in communities.
Is there any future plan to overcome challenges?
We plan to mobilize fund, the Ministry aims at briefing donors to be involved in early recovery projects and development, we focus on the affected states and areas, there are projects of stability, partners must know the traditions of communities. The idea behind the mechanism committee is to create a joint cooperation to avoid some problems, sometimes we find organizations doing opposite to the government strategy or doing overlap. The government has strategy to curb poverty under the responsibility of the Ministry of Finance and national Economy.
The implementation of all projects supervised by the Ministry of International Cooperation, we a directorate of aids coordination, we calculated the loans and donations since early time, we have a database concerns with loans and donations.

To what extend the Ministry of International Cooperation follow the development projects in States?
We visited the different states to see on the ground what is going on, what the challenges are and how to overcome; we submitted a comprehensive report to the cabinet in 2016 included the assessment of the project implementation process
