Reaping of Fruits and Waiting for Decisions

Will Sudan Succeed in Implementing National Dialogue Outcome?
Only few hours have remained for the conclusion of the Sudanese national dialogue's

experiment which was adopted through an initiative of the President of the Republic, Field Marshal Omer Al Bashir who called on January 2014 upon all the people of Sudan to sit together for dialogue on ways for establishing just state, good governance and an effectual political system. Through the initiative President Al Bashir called on all the Sudanese people to surpass all the problems in the country and achieve accord on a constitution, laws and legislations that guarantee freedom, rights and social justice. He mentioned it decisively that this dialogue will be the final one in Sudan, especially that this national dialogue was appreciated by the foreign ambassadors and diplomats, especially those of western countries who visited Sudan. He renewed in several times his commitment to the implementation of the national dialogue's outcome on the ground, describing outcome of the dialogue as orders given by the people.

The General Conference of the national dialogue will approve on Sunday, October 9 and Monday, October 10 in procedural and general sittings the national dialogue recommendations and the National Document which remain open for signing by anyone who wants to join the dialogue.

The concluding sittings of the national dialogue will be attended by six presidents and heads of state and leaders of regional and international organizations, top of them are the Chadian President and Chairman of the African Union, Idris Deby, the Mauritanian President and current Chairman of the Arab League, Mohamed Ould Abdel Aziz, the Ethiopian Prime Minister and Chairman of the IGAD, Hailemariam Desalegn, the Ugandan President, Yoweri Museveni.

President Al Bashir: Current Dialogue is Final One

The President of the Republic, Field Marshal Omer Al Bashir made it clear that the national dialogue will be the final one to be carried out in Sudan; especially that all the ambassadors, diplomats and international personalities who visited Sudan have considered it a model, reiterating his commitment to implement the dialogue outcome and recommendations.

The Assistant of the President of the Republic and chairman of the higher coordinative committee of the national dialogue (7+7 mechanism), Engineer Ibrahim Mahmoud, said at a press conference held by the mechanism and general secretariat of the dialogue that a national accord government will be formed after three months since ratification of the dialogue's recommendations. He announced that constitutional amendments will be made and mechanisms will be formed to implement the dialogue's recommendations, besides establishment of a mechanism for issuing the constitution. He said that the recommendations will be handed over to the President of the Republic on his capacity as the sponsor of the national dialogue.

Engineer Mahmoud has affirmed the agreement on introduction of the position of a Prime Minister who is to be appointed by the President of the Republic and will be responsible before the President. He also disclosed that an agreement was reached on adoption of the presidential government system, explaining that the National Document will include principles of the government system and the constitution.

He said that the national dialogue's outcome will be implemented by the new national accord government which will include all the national forces which have participated in the dialogue, adding that these national forces will also be absorbed in the legislative and executive organs in the state. He indicated that the legislative organs will assume implementation of the legislative recommendations which the executive organs will be responsible for implementing the executive recommendations of the national dialogue.

Engineer Mahmoud pointed out that the national dialogue is a reflection of all the will of the Sudanese people who were represented in the dialogue by the political parties, the armed movements and the civil society organizations, excluding those who have refused to participate in the national dialogue. He said that the national dialogue is the first inclusive one that has absorbed the various political forces and the civil society organizations and institutions. He regarded the national dialogue as expressing the robust and honest people's will in responding to the initiative of the President of the Republic for the dialogue, especially that the President affirmed the problems in the country can only be solved through dialogue.

He announced that the National Alliance Forces for Change, led by Mustafa Mahmoud, and the Future Forces for Change, led by Mubarak Al-Fadil, have jointed the national dialogue.

The Assistant of the President has held remnants of the People's Movement (North Sector) and the movements of Jibril and Minnawi responsible for the continuation of war and the issue of exploitation of humanitarian aid for realizing political gains. He revealed that the Sudan Call forces held lately a meeting in Addis Ababa through funding from a foreign organization and under the cover of a training session with the aim to announce their withdrawal from the African Roadmap, that they have signed under pressure from the international and regional communities, and to affirm their adherence to the option of war. He stressed that the national dialogue will finally lead to durable stability in spite of the plotters.

Engineer Mahmoud has described the allegations on the use of chemical weapons in Darfur as false and baseless, indicating that these allegations were circulated by organizations that are targeting Sudan and aiming to disrupt the Sudanese national dialogue project.

Meanwhile, the Secretary General of the National Dialogue, Prof. Hashim Ali Salim, has affirmed completion of all the arrangement for holding the General Conference on Sunday and Monday, October 10th and 11th, explaining that the opening sitting of the General Conference will begin Sunday at 10:00 a.m. at the Friendship Hall. He said that the opening sitting will witness the approval of and signing of the recommendations and the National Document. He indicated that the program of Monday will begin at 11:00 a.m. and will include addresses of the Secretariat General of the National Dialogue, the Higher Coordinative Committee of the National Dialogue (7+7 mechanism), the societal dialogue and the Presidents.

Prof. Salim said that October 10, 2016 will mark adoption of a radical change in the country, stressing that the national dialogue recommendations represent a roadmap for surpassing Sudan political and economic problems.

He said that six presidents and heads of state will participate in the General Conference of the national dialogue on October 10. He announced that unanimous agreement was reached in 981 recommendations, referring to the existence of 13 points of difference in the recommendations.

7+7 Mechanism: Sudan Call is Responsible for Continuation of War and Economic Problems:

a) The Higher Coordinative Mechanism for the National Dialogue (7+7 mechanism) has held the Sudan Call forces responsible for the continuity of war in South Kordofan and the Blue Nile and the repercussions of this war on the economic conditions in the country. Member of the mechanism, Engineer Ibrahim Mahmoud, has disclosed at a press conference organized by the media committee of the national dialogue, the 7+7 mechanism and the dialogue's Secretariat General at the Friendship Hall failure of the endeavor of the holding out Sudan Call to use the humanitarian aid as means to achieve political gains for itself.

He said that the implementation of the national dialogue outcome will be the responsibility of the coming national accord government which will be formed following approval of the recommendations. He announced that the government system in Sudan will be the presidential system which will empower the President of the Republic to appoint the prime minister who will also responsible before the Parliament.

Engineer Mahmoud went on to affirm the state's rejection to exploitation of the issue of the citizen's health and life for realizing political gains, referring to the doctors' strike. He inquired how can a doctor refuses to provide medical treatment to a citizen in an emergency case. He stressed that the state is keen to enhance the medical services, but it categorically refuses any attempt to use the issue of the citizen's health for political purposes.
